Neumiller & Beardslee represents a number of different
public agencies in the capacity of general counsel or city
attorney. An attorney who practices public agency law will
be called upon to advise such clients on all aspects of
day-to-day government.
As general counsel or city attorney,
the attorney will confront a wide range of issues, including
the enactment and amendment of ordinances, financing of
public agencies (including Proposition 218 procedures),
formulation of zoning policies, code enforcement problems,
carrying out eminent domain proceedings, interacting with
other state and local agencies, personnel issues, addressing
issues involved in constructing and operating public works,
drafting of development agreements, and the conduct of public
meetings. Our public law attorneys also attend city council
meetings and planning commission meetings, as well as board
