Stovall is a principal at Neumiller & Beardslee. He has been practicing law for thirty-one years and his expertise lies in the areas of municipal, public agency, personnel/employment, and water law. He has been the City Attorney for the City of Hughson since 1981.
From 1985 to 1994, Mr. Stovall was the City Attorney for the City of Galt. He also served as Interim City Attorney for the City of Lodi in 1995 and Interim Attorney for the City of Lathrop in 2005, 2006, and 2007. He is general counsel for several reclamation districts and public agencies, including the Town of Discovery Bay and was general counsel for Stockton East Water District from 1979 to 1992. Within Neumiller & Beardslee, Mr. Stovall works for the San Joaquin Regional Rail Commission, the San Joaquin County Council of Governments, the Stanislaus Area Association of Governments, and various other public agencies. In addition to his public agency work, Mr. Stovall represents individuals, private entities, and public agencies in personnel and employment related issues. Mr. Stovall also represents several private companies involved in waste handling, recycling and landfill operations, including the financing and construction of recycling and recovery facilities.
Mr. Stovall is a member of both the American Bar Association and State Bar of California, as well as being a member of and Past President of the San Joaquin County Bar Association. He is also involved with the Central Valley Attorneys Association of the League of California Cities.
Mr. Stovall graduated from the United States Naval Academy in 1968 with a B.S. in Engineering. Prior to practicing law, Mr. Stovall was a line officer with the U.S. Navy, serving as a nuclear power engineer. [Lt., U.S. Navy, 1962-1973]. He is Past President (twice) of the Navy League of the United States, Stockton Council.
In 1976, Mr. Stovall earned his Juris Doctor from Hastings College of the Law, University of California and was admitted to practice in California. He is also admitted to practice before the U.S. District Court, Eastern and Northern Districts of California, and the U.S. Court of Appeals for the Ninth Circuit.
